The $99 is charged when your advisor wins, meaning the moment they get your price down by more than $99, it goes to the card on file. If they can't move the number, or save you less than $99, you're not charged at all. (On Yosa Concierge there's no $99 at all; negotiations are part of your plan.) Once charged, the fee covers the negotiation and answering your questions, and it's non-refundable. Whether you take the locked-in price to the shop is entirely your call — that choice isn't a refund trigger.
